SECURITY UNDERSTANDING AGREEMENT BETWEEN SOMALILAND AND PUNTLAND

Officials representing the Governments of Somaliland and Puntland — including ministers, senior security officials, and high-level delegates — held a historic meeting in Nairobi, Kenya, from October 4–5, 2025.
The meeting focused on the overall security, economic, and political situation in the Horn of Africa, with special attention to the mutual interests between the two sides. Both parties commended the progress made in cooperation, particularly in the areas of security coordination and prisoner exchanges.
Somaliland praised Puntland for its efforts in maintaining peace, advancing development, and combating terrorism, while Puntland, in turn, acknowledged Somaliland’s progress in state-building and its right to self-determination.
Key Outcomes of the Meeting:
- Security Cooperation
Counterterrorism:
Both sides agreed to jointly cooperate in combating terrorism, including operations against Al-Shabaab, ISIS, and any other groups conducting terrorist activities along their shared borders.
Maritime Security Cooperation:
Somaliland and Puntland agreed to work together to combat maritime crimes within the waters under their respective security jurisdictions.
Joint Efforts Against Organized Crime:
Both sides will collaborate closely to prevent and pursue organized crimes that threaten their mutual security and economic interests.
- Community Reconciliation
The two sides agreed on the importance of achieving lasting peace in Erigavo and surrounding areas, ensuring that displaced persons can return home safely.
The meeting commended the peace initiative led by the President of Somaliland and called on local communities to actively participate in the reconciliation process.
It also praised Puntland’s significant contribution toward supporting and facilitating the peace process in Erigavo.
- Strengthening Trade and Social Mobility
Both parties recognized the importance of enhancing social and economic ties, including trade, movement of people, and infrastructure development linking the two regions.
- Airspace Management
The meeting condemned the politicization of civil aviation and any actions undermining the safety and neutrality of airspace use.
Conclusion:
Officials from both sides agreed to institutionalize regular consultations and joint meetings to discuss mutual interests.
The meeting welcomed all peace-loving stakeholders willing to support and participate in the region’s peace efforts.
The meeting appreciated the international community’s role in supporting peace, counterterrorism, and economic development in the Horn of Africa, affirming the readiness of both Somaliland and Puntland to work collaboratively with international partners toward these goals.
