Somaliland cabinet discussed key issues on security, economics and Visa-on-Arrival Policy

Hargeisa (Hornpost) The 34th session of the Council of Ministers of the Republic of Somaliland, chaired by the President of the Republic of Somaliland, Mr. Abdirahman Mohamed Abdillahi (Cirro), was held today at the Presidential Palace.

The main agenda items discussed in the 34th session included:

  1. Security Situation Report:

The Minister of Interior and Security, Mr. Abdalle Mohamed Arab, briefed the Council, stating that the overall security of the six regions of the country is stable, with no unrest or instability reported. He also commended the Ministry of Youth and Sports for their continuous efforts in promoting youth integration through sports, which plays a major role in maintaining peace and stability.

  1. Economic, Finance and Revenue Report:

Presented by the Minister of Finance and Economic Development, Mr. Abdillahi Hassan Aden. He informed the Council that after strong efforts, the September 2025 revenue collection targets are on track. He also noted that economic strengthening programs led by the Cabinet’s Economic Committee are progressing well. In collaboration with the National Insurance Agency, all government vehicles will be ensured.

 

  1. Drought Situation Report:

Delivered by the Minister of Religion and Endowments, Sheikh Abdullahi-Baashe Dahir Jama, a member of the National Drought Relief Committee. He explained that drought relief efforts are progressing, especially food distribution to areas most in need. Priority is being given to repairing and drilling water wells in drought-hit regions. While rains have fallen in parts of Eastern Somaliland, water shortages remain, especially in Eastern Sanaag.

  1. Visa-on-Arrival Policy:

The Minister of Civil Aviation and Airport Development, Mr. Fu’ad Ahmed Nuuh, reported on the implementation of Somaliland’s new open visa policy. Travelers arriving in Somaliland will be able to obtain visas upon arrival at Egal International Airport and other airports. This policy removes previous barriers faced by travelers. He confirmed that official notices have been sent to all airlines operating in Somaliland.

 

  1. Inflation Report (January – August 2025):

The Minister of National Planning and Development, Ms. Kaltuun Sheikh Hassan Abdi, presented an overview of inflation trends for the past eight months using the Consumer Price Index (CPI). She highlighted general inflation, food prices (especially vegetables), energy and fuel, goods and services, and the main causes of inflation.

She recommended:

Increasing domestic production to reduce reliance on imports,

Reforming the energy sector and promoting renewable energy,

Protecting currency stability and preventing depreciation of the Somaliland Shilling.

  1. Report on the President’s Working Visits to Gabiley and Borama:

Given by the Ministers of Planning and Development (Ms. Kaltuun Sh. Hassan Abdi) and Information, Culture and Awareness (Mr. Ahmed-Yassin Sh. Ali Ayanle). They reported that the President’s working visits to Gabiley (6–7 Sept 2025) and Borama (8–9 Sept 2025) were highly successful, with widespread community support and confidence in the government. During the visits, the President met with regional and local leaders, community groups, and traditional elders. He also inaugurated and laid foundation stones for major development projects in water, health, education, sports, infrastructure, and production.

  1. Report on Qoolcaday Reserve:

The Minister of Livestock and Rural Development, Dr. Omar Shucayb Mohamed, briefed the Council that Qoolcaday Reserve is one of the most important natural reserves in the country, benefiting livestock, communities, the economy, and the environment. He emphasized that the government regards Qoolcaday as a model project that requires collective protection and sustainable utilization.
