HARGEISA, Somaliland (Horn post) The Ministry of Foreign Affairs and International Cooperation of Somaliland has appointed Greek academic and international affairs analyst Dimitrios Tourikis as Somaliland’s Special Envoy to the Hellenic Republic of Greece, marking another step in Somaliland’s growing diplomatic outreach across Europe.
Tourikis confirmed the appointment on his X account, where he expressed gratitude to Somaliland’s Foreign Minister Abdirahman Dahir Adan for the confidence placed in him.
> “Deeply honored for being appointed a Special Envoy to the Hellenic Republic (Greece) by H.E. the Minister of Foreign Affairs of the Republic of Somaliland,” Tourikis wrote in his statement.
The appointment comes as Somaliland intensifies efforts to expand diplomatic engagement and strengthen political and economic partnerships with European states despite lacking widespread international recognition.
Who Is Dimitrios Tourikis?
Dimitrios Tourikis is known in diplomatic and academic circles as a Greek geopolitical analyst, researcher and commentator focusing on international relations, strategic affairs and emerging geopolitical dynamics in regions including the Horn of Africa, Eastern Mediterranean and Eurasia.
Over recent years, Tourikis has developed a visible profile through policy discussions, academic commentary and international networking related to security cooperation, diplomacy and regional political developments.
His work has reportedly included engagement in:
* Geopolitical and strategic analysis involving the Eastern Mediterranean and Horn of Africa.
* International diplomacy and policy advocacy.
* Research and commentary on sovereignty, regional stability and global alliances.
* Academic and public discussions surrounding emerging states and international recognition debates.
Observers say his appointment could help Somaliland strengthen communication channels with political, academic and business circles in Greece and broader European networks.
Somaliland Expanding European Diplomacy
The nomination reflects Somaliland’s wider strategy of appointing international representatives and special envoys aimed at increasing diplomatic visibility abroad.
In recent years, Somaliland has sought deeper engagement with European policymakers, think tanks and foreign investors while promoting its democratic governance, strategic Red Sea location and security cooperation in the Horn of Africa.
Analysts say Greece’s strategic interest in maritime security and Red Sea trade routes could create areas of mutual dialogue between Hargeisa and Athens, particularly amid rising geopolitical competition across the region.
