Doha (Hornpost) Khalil al-Hayya (born 5 November 1960) is a Palestinian politician who served as Deputy Chairman of the Political Bureau of Hamas until August 2024.
Al-Hayya studied at the Islamic University of Gaza and received his master’s degree from the University of Jordan.
He received his PhD from the University of the Holy Quran and Islamic Studies. He joined Hamas after completing his undergraduate degree. At the time, he was working as a teacher.
Al-Hayya was a Hamas official for decades. He was considered a close confidant of former Hamas leader Yahya Sinwar and was considered “one of the few people Sinwar considered trustworthy.”
In November 2019, al-Hayya and Rouhi Mushtaha led a delegation to the Gaza Strip, visiting several countries, including Palestine and Lebanon.
Al-Hayya also led reform talks with the Fatah faction. In January 2022, he visited Algeria, where he received a meeting with the Algerian president.
