
Somaliland Expands Tax Infrastructure in Togdher as Finance Ministry Targets Revenue Growth.
BURAO, Somaliland (Horn post) Ministry of Finance and Economic Development OF the Republic of Somaliland has inaugurated three new offices in the Togdher region, part of a broader push to strengthen tax administration and boost domestic revenue collection.
Director General Mohamed Hassan Saleban presided over the ribbon-cutting ceremony in Burao, unveiling a regional finance office and two inland revenue offices in the Farah Omar and Farax Susle districts.
Officials said the expansion follows the completion of a property registration program in Burao, which exposed the need for additional infrastructure to support tax collection and widen the local revenue base.

“These offices are essential to scaling up inland revenue collection, particularly after the property registration process,” DG Mohamed Saleban said during the ceremony. “Our goal is to expand the tax base and improve service delivery across Togdher.”
The inauguration comes as the ministry reports a significant increase in inland tax revenues in Togdher during 2025, reversing declines recorded in previous years. Authorities attribute the growth to improved tax administration, stronger enforcement, and enhanced coordination among regional offices.
DG Mohamed Saleban, who is on a working visit to Burao, also held meetings with regional finance officials, including tax administrators and customs authorities, to review performance and reinforce revenue strategies.
He commended local tax officials for their efforts, noting that the upward trend reflects tangible progress in strengthening Somaliland’s public finance system.
Somaliland authorities have increasingly focused on domestic revenue mobilization as a cornerstone of economic development, with reforms aimed at improving efficiency, transparency, and institutional capacity in tax collection.
