Somaliland Officials Attend Nairobi Meeting on SERP Project Restructuring Funded by World Bank.
NAIROBI, Kenya (Horn post) January 29, 2026 (#HornPost) — Somaliland’s Ministry of Finance and Economic Development delegation, led by Director General Mohamed Hassan Saleban, participated today in a three-day meeting in Nairobi focused on the restructuring of the State Economic Reform Program (SERP), a World Bank-funded initiative aimed at strengthening public financial management, accountability, and institutional capacity.
The SERP project plays a critical role in enhancing domestic revenue systems, fiscal management, and the overall efficiency of government institutions. During the meeting, participants review potential adjustments to the project’s scope, components, and performance indicators to ensure timely and effective implementation aligned with Somaliland’s development priorities.
Joining Director General Mohamed Hassan Saleban are senior officials including the Chairperson of the Civil Service Commission, Chairperson of the Good Governance Commission, Director General of the National Procurement Commission, Director General of the Pension and Civil Service Affairs Authority, the SERP Project Coordinator, and representatives from the Office of the Auditor General, Accountant General, and key departments within the Ministry of Finance.
The World Bank team, led by May and supported by Kandi and Vikram, will work closely with Somaliland officials throughout the conference. Director General Saleebaan will also hold bilateral meetings with Hideki Matsunaga and other World Bank project leaders to strengthen collaboration and accelerate the implementation of priority development initiatives in Somaliland.
The meeting underscores Somaliland’s commitment to financial transparency, institutional reform, and sustainable development, while fostering a closer partnership with international financial institutions.
