Hargeisa (Hornpost) — Tensions are rising in Gabiley region after the Somaliland government detained several traditional elders who publicly opposed a major agricultural project underway in the Wajaale Valley.
The project, which carries an estimated cost of $20 million, was recently inaugurated by President Abdirahman Mohamed Abdillahi “Cirro” and is funded and implemented by the Pharo Foundation. It aims to expand fodder production and modernize agricultural output in the fertile border area between Somaliland and Ethiopia.
Community Opposition and Arrests:
A section of Gabiley residents has rejected the project, raising concerns over land use and community consultation. Their objections culminated this week with the detention of several elders who had voiced their resistance.
Former Presidential Chief of Staff Mubarak Ismail Tani strongly criticized the arrests, urging the government to respect public opinion.
“The detention of the Gabiley elders is unacceptable and cannot be tolerated. Elders are the eyes and the wisdom of the community, and arresting them is regrettable,” he said. “I call for their immediate release and for authorities to listen to the people.”
The arrests have drawn further criticism from some local politicians who argue that development projects must include meaningful dialogue with affected communities.
Government Defends the Project:
Senior government officials have pushed back against the criticism, describing the Wajaale Valley initiative as a strategic investment that will benefit both the region and the country.
Minister of Agriculture Mahmud Cige Yusuf, accompanied by Wajaale Mayor Mukhtar Muse Hassan and Deputy Minister Mukhtar Haji Mohamed, provided detailed clarification on the initiative. The minister said the project’s initial agreement was signed under former President Muse Bihi’s administration, and that the current government had expanded its scope and improved the lease terms.
He emphasized that the initiative’s potential economic impact is comparable to the Berbera Port development funded by the UAE, calling it “a transformative opportunity for Somaliland’s agricultural sector.”
Assurances From Local Authorities:
Wajaale Mayor Mukhtar Muse Hassan insisted that the project will directly benefit local communities by increasing fodder production, supporting livestock development, and creating employment opportunities. He dismissed circulating accusations and urged residents not to be misled by misinformation.
“The people will see the benefits of this project. It is not designed to harm them but to support their livelihoods,” he said.
