Justice Sector Reform Tops Somaliland’s National Agenda

Hargeisa (Hornpost) The city of Hargeisa officially hosted the Preparation Meeting for the National Justice Conference, which will serve as the groundwork for the National Justice Conference scheduled for November 2025. This event marks the first of its kind since 2011, underlining the importance of regularly updating the nation’s justice strategy while assessing existing challenges and developmental opportunities.

The meeting was formally opened by the Minister of Justice of the Republic of Somaliland, Hon. Yoonis Ahmed Yoonis, accompanied by the Director General of the Ministry of Justice, Mr. Mohamed Abdi Hashi, alongside other senior officials including the Minister of the Presidency, the Minister of Religious Affairs and Endowments, the Minister of Agriculture, the Attorney General, the Commander of the Custodial Corps, the Chairperson of the Parliamentary Sub-Committee on the Judiciary, as well as representatives from civil society and international organizations.

This strategic forum is part of broader efforts to consolidate initiatives aimed at improving Somaliland’s justice system—ensuring it is efficient, modern, and reflective of the needs of the people. The Minister of Justice highlighted the vision and political will behind the conference, emphasizing its role in driving the desired reforms in justice, equality before the law, and accountability. He stressed that the judiciary must serve society’s needs while being grounded in principles of transparency and independence.

During the session, participants deeply analyzed key pillars for justice sector reform, including:

Restructuring judicial institutions at both national and regional levels,

Enhancing the knowledge and skills of justice sector staff,

Building a modern judiciary aligned with societal needs and global developments,

Strengthening transparency, accountability, and judicial independence.

The preparation meeting symbolizes the government’s commitment to comprehensive judicial reform. Expectations are high that the National Justice Conference in November 2025 will chart a new path for Somaliland’s justice system, anchored in trust, transparency, and equality.
