The National Bank of Republic of Somaliland and IFC Partner to Advance Financial Development
Hargeisa (Hornpost) The agreement signed in Hargeisa on September 10, 2025, between the International Finance Corporation (IFC), a member of the World Bank Group, and the Central Bank of the Republic of Somaliland, marks a significant milestone in the government’s efforts—particularly the leadership of the Central Bank—to strengthen the country’s financial infrastructure.
The agreement focuses on the establishment of a Credit Reference Bureau, a modern system designed to build financial trust, promote responsible lending, and enhance the nation’s financial framework.
Access to a reliable database tracking customer credit histories is key to economic growth. Banks and other financial institutions will gain access to vital information that enables lending decisions based on real facts rather than estimates that fail to meet the demands of modern markets.
This system will also encourage customer responsibility and sound financial practices, eliminating confusion or uncertainty that often accompanies lending without accurate information. Furthermore, it will ease access to formal loans for small and medium-sized enterprises (SMEs), which play a critical role in economic growth and job creation in every country worldwide.
The initiative also highlights the level of preparedness the Somaliland government has achieved in its drive to strengthen economic infrastructure and align with international systems. Development projects and agreements of this nature demonstrate that the country has institutions capable of keeping pace with advanced global economic and financial standards, while also being ready to work effectively with international financial organizations that share long-term development ambitions.
Ultimately, the Central Bank of Somaliland and its partners must ensure transparent and effective implementation of this project to boost confidence among both citizens and international stakeholders. It is equally important to safeguard consumer data privacy and protect their economic rights.
This agreement could serve as a cornerstone for Somaliland’s economic growth, laying the foundation for broader development opportunities. It may also position the Republic of Somaliland as a role model for other countries in the Horn of Africa, particularly in terms of financial independence, economic infrastructure development, and global cooperation.
Now is the moment to seize this historic opportunity and ensure the project has meaningful impact on the financial lives of Somaliland’s citizens.
