Somaliland Cabinet Reviews Security, Economy, Foreign Relations and Public Health Measures.

HARGEISA, Somaliland (Horn post) —Council of Ministers of Republic of Somaliland held its 64th session at the Presidential Palace on Wednesday under the chairmanship of President Abdirahman Mohamed Abdullahi Irro, reviewing key national priorities including security, economic performance, foreign relations, public health, livestock exports and energy costs.

 

Presidential Delivery Unit Briefs Cabinet

Minister of the Presidency Khadar Hussein Abdi and Presidential Delivery Unit (PDU) Director Dr. Ahmed Mohamed Muse presented a joint briefing on the newly established PDU, describing it as a technical body tasked with coordinating, monitoring and evaluating the implementation of presidential commitments and the priority programs of the government.

 

Officials said the unit’s core responsibilities include accelerating the execution of presidential priorities, tracking progress, strengthening coordination among government institutions, providing technical support to ministries, managing performance-related data and delivering regular implementation reports to the president.

 

Security Situation Remains Stable

Minister of Interior and National Security Abdalle Mohamed Arab informed the Cabinet that Somaliland’s overall security situation remains stable, with no major incidents of unrest or threats to public order reported across the country.

 

Middle East Conflict Impacts Revenue and Trade

Minister of State for Finance and Economic Development Ismail Mowliid Abdillahi briefed ministers on the economic impact of the ongoing Middle East conflict, noting that customs revenues have been affected by reduced global trade activity, disruptions in cargo movement, rising fuel prices and increased maritime insurance costs.

 

The ministry is also studying alternative trade markets and more reliable revenue streams. Officials said preparations are underway for significant reforms to the Goods and Services Tax (GST), including expanding the tax base to strengthen domestic revenue generation, improve efficiency in tax administration and support long-term economic growth.

 

Foreign Minister Highlights Diplomatic Engagements

Foreign Affairs and International Cooperation Minister Abdirahman Dahir Adan Bakal updated the Cabinet on Somaliland’s diplomatic outreach and efforts to advance its quest for international recognition.

 

The minister said Somaliland has continued to expand its international profile, strengthen diplomatic partnerships and enhance cooperation with foreign governments and international stakeholders.

 

He further stated that members of the U.S. Congress increasingly view Somaliland as a strategically important partner in Red Sea security, counterterrorism efforts and regional stability. According to the minister, stronger engagement between Somaliland and the United States could create opportunities for cooperation in security, diplomacy, infrastructure development, trade and investment.

Government Responds to Dengue and Chikungunya Outbreaks

Health Development Minister Dr. Hussein Bashir Hirsi briefed the Cabinet on outbreaks of Dengue fever and Chikungunya that have affected five regions of Somaliland.

 

The minister said the diseases have presented symptoms including high fever, headaches, joint pain, vomiting and severe fatigue. He outlined emergency measures already taken by the ministry, including the deployment of rapid response teams, large-scale mosquito control campaigns, distribution of mosquito nets and intensified public awareness efforts.

 

A national steering committee and a technical task force have also been established to coordinate preparedness, prevention and response activities.

Livestock Export Sector Reviewed

Deputy Minister of Livestock and Rural Development Ali Ahmed Abdi (Ali-Cantar) reported on livestock exports, including shipments to overseas markets during the Hajj season.

 

He highlighted ongoing efforts to maintain animal health standards, strengthen veterinary services and ensure compliance with international market requirements. The deputy minister also stressed the need for a dedicated livestock export terminal to support and expand Somaliland’s livestock trade, a key pillar of the national economy.

 

Government Seeks to Cushion Electricity Costs

Energy and Minerals Minister Ahmed Jama Barre briefed ministers on the impact of rising global fuel prices on electricity generation costs.

 

The minister said the government has continued providing support to fuel importers to help prevent increases in electricity tariffs from being passed directly to consumers.

The Minister also warned electricity providers against raising prices and urged them to comply with existing agreements and obligations with the government.
