Hargeisa – (Hornpost) The Government of Somaliland has granted formal approval for electricity companies, water agencies, and local industries to use fuel with a Sulphur content level of up to 3000 PPM, according to a written directive issued by the Ministry of Trade and Tourism.
In an official circular dated 10 November 2025, the Minister of Trade and Tourism, Abdirahman Hassan Nur, announced that the decision was based on a resolution passed by the Technical Committee tasked with finding solutions to the rising cost of fuel used for electricity production.

Government Authorizes Use of 3000 PPM Fuel for Electricity, Water Agencies and Industrial Production
The Ministry of Trade and Tourism of the Republic of Somaliland wishes to inform all electricity companies, water agencies and industrial operators that, effective 10 November 2025, they are officially permitted to use fuel with a Sulphur content level of 3000 PPM.
This directive is issued in reference to the resolution of the Technical Committee assigned to address the high cost of fuel used in electricity generation, as confirmed in their decision dated 04 November 2025.
Under this new regulation:
Only electricity companies, water agencies and registered industries are authorized to use 3000-PPM fuel.
The approved fuel must be obtained exclusively from the Berbera Oil Terminal (BOT).
All institutions are required to comply with the committee’s decision and procurement procedures.
This measure is part of government efforts to stabilize power generation costs, support industrial productivity and ensure uninterrupted services to the public.
The circular has been distributed to all relevant state institutions, including the Energy Commission, the Berbera Oil Terminal, the Ministry of Energy and Minerals, the Ministry of Investment and Industrial Development, and the Ministry of Finance and Economic Development.

Reactions to Government this decision:
Several electricity and industrial operators welcomed the decision, noting that it will reduce operational costs and help keep tariffs stable for consumers.
An official from one major power supplier said:
“This directive gives us breathing space. Fuel costs have doubled in recent months, and this approval allows us to continue providing electricity without severe price increases”
Environmental and regulatory agencies say monitoring will continue to ensure safety and compliance with national standards.
