Somalia’s Future Council Warns Federal Government Against Unilateral Elections

The Somalia Future Council — comprising Puntland, Jubaland, and opposition leaders — has warned the Federal Government against holding elections without national consensus.

Nairobi, Kenya (HornPost) – The Somalia Future Council, an alliance bringing together the administrations of Puntland and Jubaland along with prominent opposition figures, has issued a joint statement warning the Federal Government of Somalia against holding elections without a national consensus.

The communiqué, released at the conclusion of a three-day meeting in Nairobi on November 11, 2025, addressed key national issues, including security, governance, and preparations for the 2026 federal elections.

According to the statement, the Future Council discussed the fragile political and security situation in the country, emphasizing the need for inclusive dialogue and adherence to the Provisional Constitution of 2012. The Council’s technical committee also presented progress on plans for a forthcoming national convention to be held inside Somalia.

The statement outlined several key resolutions:

  1. National Convention – The Council resolved to convene its upcoming National Convention inside Somalia, in line with the technical committee’s timetable, as part of efforts to restore national unity amid political uncertainty.
  2. Inclusive Elections – To preserve Somalia’s democratic tradition of holding elections every four years, the Council affirmed that the convention should pave the way for a “consensual, timely, and credible” electoral process.
  3. Warning to Federal Leadership – Referring to the Provisional Constitution and the founding political agreements of the Somali state, the Council warned against what it described as “unconstitutional actions” by the Federal President, including abuse of power, illegal constitutional amendments, the dismantling of constitutional institutions, arbitrary arrests, corruption, displacement of vulnerable citizens, restrictions on internal movement, and misuse of state security agencies.
  4. Firm Opposition – The Future Council declared its opposition to:
  • Any unilateral amendments to the 2012 Provisional Constitution outside the established legal process.
  • Any term extension for federal institutions whose mandates have expired.
  • Any election is held without broad political consensus.
  • The politicization and monetization of domestic air travel and movement, which the Council said threatens national cohesion.
  1. Call for Constitutional Compliance – The Council urged the Federal President to return to constitutional order and engage in dialogue to prevent a looming leadership and constitutional vacuum. It stressed that Somalia’s stability depends on holding transparent, inclusive, and timely elections.

In conclusion, the Somalia Future Council called on the Somali people to preserve their unity and prepare to participate in safeguarding the country’s future through a legitimate electoral process.
