African, European Heads of State Open Summit Focused on Security, Trade and Climate.

LUANDA, Angola (Hornpost) — African and European leaders opened the 7th African Union–European Union Summit in Luanda on Monday, calling for deeper cooperation on security, trade and global development challenges as the two blocs seek to reshape their partnership amid shifting geopolitical realities.

The two-day meeting, running from Nov. 24–25, brings together Heads of State and Government from both continents. Delegates are expected to review previous commitments and outline a new roadmap covering climate action, economic ties and conflict prevention.

In opening remarks, the Chairperson of the African Union Commission said the AU was seeking “balanced cooperation” that supports African-led peace operations and offers fairer investment opportunities. He urged Europe to work with Africa on job creation, technology transfer and regional stability.

The President of the European Council said the EU remained committed to multilateralism and joint action on global pressures, citing climate shocks, food insecurity and irregular migration as shared concerns. He called for expanded trade, strengthened infrastructure links and closer security coordination.

Host President João Lourenço welcomed leaders to Luanda and said the summit offered a chance to “reset relations” based on mutual benefit. Angola has positioned itself as a regional hub for energy transition and post-conflict reconstruction.

Delegations from West Africa highlighted the need for debt relief and increased climate financing, while representatives from the Horn of Africa raised maritime security and drought resilience as priority issues. European leaders emphasized cooperation on renewable energy and stabilizing conflict-affected regions, including the Sahel.

Working groups met throughout the day to discuss trade, security and climate adaptation. Officials said a joint communiqué would be issued at the end of the summit, outlining the next phase of AU–EU engagement.
