A Historic Twinning Agreement Signed Between Hargeisa and Djibouti Cities

Hargeisa (Hornpost) A well-organized ceremony held in the city of Hargeisa witnessed the signing of a twinning agreement between the cities of Hargeisa and Djibouti.

The historic agreement was attended by various dignitaries, including ministers, parliamentarians, traditional leaders, the Mayor of Djibouti and his delegation, as well as other officials from both sides.

This twinning agreement focuses on fostering cooperation between the two sister cities in order to strengthen social ties, economic collaboration, and the development of public services.

It was jointly agreed that the agreement should pave the way for mutual support, international cooperation, improved public services, economic and security development, beautification of urban areas, and consistent exchange of knowledge and experiences.

The Mayor of Hargeisa, Mr. Abdikarim Ahmed Mooge, stated that the agreement is of great benefit to both sides speaking at ceremony said “Among the areas of cooperation will be the development of economic services, security, and the enhancement of the beauty of the cities of Hargeisa and Djibouti.

If we support each other, visit one another, and understand each other, I believe our cities truly deserve this twinning partnership.”

The Mayor of Djibouti, Mr. Saïd Daoud Mohamed, also highlighted the importance of the agreement stated “The first mayor to congratulate me was Mayor Mooge. From today onward, we will officially cooperate with our brothers in Somaliland. We will join hands and strengthen knowledge exchange.

We will benefit from whatever Hargeisa is more advanced in, and Djibouti will also share its ideas with its brothers.”

The core of the second part of this program is a formal twinning agreement between Hargeisa and Djibouti, establishing direct cooperation focused on the development of public services such as health, education, and sanitation; improving the cities’ aesthetics and security; promoting cultural, economic, and commercial ties; facilitating knowledge exchange and training between municipal staff; and strengthening the fraternal and historical relations between the two communities.

The agreement shows that Hargeisa and Djibouti are not only geographical neighbors but are deeply connected communities with shared interests that are being reinforced through this partnership.

It is a message to the public that cooperation is key to improving citizens’ lives, and that genuine partnership can lead to peace, development, and meaningful integration.

This agreement symbolizes trust, brotherhood, and mutual interest, laying the foundation for sustainable development that both cities can achieve through collaboration.

The overall message is that cooperation and mutual understanding should begin at the local level (between cities), which can lead to broader unity and benefit the region and the international community at large.
