Somaliland President Highlights Israel Recognition, Foreign Policy Goals in Annual Address.

Recognition Push Gains Momentum as Somaliland Seeks Strategic Partnerships and Expands Global Diplomatic Engagement.

 

HARGEISA, Somaliland (Horn post) — President Abdirahman Mohamed Abdullahi Irro on Tuesday outlined Somaliland’s foreign policy priorities, emphasizing international recognition and strategic diplomacy during his annual constitutional address to parliament.

 

Speaking before a joint session of the legislature, the president underscored the importance of recognition, particularly citing Israel as the first country to formally recognize Somaliland.

 

“Our foreign policy objective is for the Republic of Somaliland to obtain the recognition we are entitled to, and to build strategic partnerships with countries based on mutual interests,” Irro said.

 

He added that Somaliland’s foreign policy is guided by principles of peace, cooperation and responsible engagement with the international community.

 

“In 2025, our diplomacy focused on expanding our international engagement, building strategic partnerships, and accelerating the pursuit of recognition,” he said. “Recognition is not merely about diplomatic ties, but a gateway to opportunities that our country and people urgently need.”

 

Recognition and Strategic Benefits

President Abdirahman Mohamed Abdullahi Irro stressed that international recognition would bring wide-ranging benefits, including increased foreign investment, improved access to global markets, and stronger ties with international financial institutions.

 

“International recognition attracts investors, facilitates foreign trade, opens access to global financial institutions, strengthens security cooperation with multiple countries, and enables us to gain membership in regional and international organizations,” he said.

 

President Abdirahman Mohamed Abdullahi Irro added that recognition would also allow Somaliland to play a greater role in regional stability, particularly in the Red Sea, the Gulf of Aden and the Horn of Africa.

 

“Given the importance of recognition and the long-standing challenges our people have faced without it, we have devoted significant time and effort to achieving it,” he said.

 

Israel Recognition and Global Outreach

Irro specifically highlighted recognition from Israel as a milestone.

 

“The Government of Israel is the first country to take the bold decision to recognize the Republic of Somaliland. We believe it will be a reliable partner, and it will not stand alone — other countries will follow in the near future,” he said.

 

He added that several countries are also seeking to establish diplomatic relations and cooperation equivalent to recognition.

 

However, the president warned that Somaliland’s progress has also triggered opposition.

 

“These achievements have brought hidden adversaries into the open, and there have been coordinated efforts in various places against our nation and its recognition,” he said.

 

He called on parliament, state institutions, civil society and citizens to unite in defending Somaliland’s sovereignty.

 

“We must collectively safeguard our nation and welcome these achievements with unity and confidence,” he said.

 

Growing International Engagement

The president said Somaliland’s recent diplomatic gains reflect growing global awareness of its case.

 

“The historic re-recognition we have achieved, and the diplomatic relations we have established, demonstrate that the world now understands Somaliland’s cause, which has been misrepresented for more than 60 years,” he said.

 

Since recognition, he added, Somaliland has hosted numerous international delegations, including diplomats, institutional leaders and global investors.

 

“This indicates rising international interest in Somaliland’s stability, democratic system and strategic role in the Horn of Africa, the Gulf of Aden and the Red Sea,” he said.

 

Building Diplomatic Capacity

To strengthen its foreign service, President of the Republic of Somaliland Abdirahman Mohamed Abdullahi Irro announced the establishment of a national diplomatic institute.

 

“The Somaliland Institute of Diplomacy has been established and has already trained its first cohort of diplomats, preparing a new generation capable of representing the country internationally,” he said.
