Somaliland President Appoints New Ministers, Senior Adviser in Cabinet Reshuffle

President Irro announced a series of reassignments involving deputy ministers across multiple ministries.

Hargeisa, Somaliland (Horn post) Somaliland President Abdirahman Mohamed Abdullahi Irro has appointed several new cabinet ministers and senior officials, while also reshuffling deputy ministers across key government institutions, according to a statement issued by the presidency on Sunday.

 

The appointments include four ministers to lead strategic portfolios. Aadan Geddi Qayad was named Minister of Agricultural Development, while Mohamed Abdimalik was appointed Minister of Water Development. Dr. Abdisalan Hussein Awaale will head the Ministry of Communications and Technology, and Lawyer Barkhad Jama Hirsi Batuun was appointed Minister of Information, Culture and Awareness, also serving as the government spokesperson.

 

In addition, Khadar Haji Yusuf Abdillahi was appointed as a member of the Political Associations Registration and National Parties Approval Committee, a body responsible for overseeing political organization processes. Dr. Mohamed Osman Fadal was named Senior Presidential Adviser on Foreign Affairs and International Cooperation.

 

The presidency said the appointments are part of broader efforts to strengthen governance, improve service delivery, and enhance institutional effectiveness.

 

Separately, President Irro announced a series of reassignments involving deputy ministers across multiple ministries. Mukhtar Haji Mohamed Farah was moved from Deputy Minister of Agriculture to Deputy Minister of Water Development. Eng. Mohamed Elmi Hussein (Huuno) was reassigned from the Ministry of Investment and Industry to serve as Deputy Minister of Labor, Social Affairs and Family.

 

Mohamed Muse Haji Abdi (Galaydh) was transferred from Deputy Minister of Labor to Deputy Minister of Education, while Mohamed Yusuf Ibrahim Facul moved from Minister of State for Education to Deputy Minister of Investment and Industry.

 

Dr. Mohamed Aw Dahir Ibrahim was reassigned from Deputy Minister of Environment and Climate Change to Deputy Minister of Health Development. Samsam Mohamed Salah Yacnile was moved from Deputy Minister of Health Development to Deputy Minister of Environment and Climate Change.

 

Eng. Maliki Abdi Hassan Hirsi was also reassigned from Deputy Minister of Communications and Technology to Deputy Minister of Agricultural Development.

 

Officials said the reshuffle aims to optimize government performance and align leadership roles with national development priorities.
