Somaliland President Establishes Military Pension Authority to Support Retired and Disabled Forces.

Hargeisa, Somaliland (Horn post) — The President of the Republic of Somaliland, Abdirahman Mohamed Abdullahi Cirro, has issued a presidential decree establishing a new national authority dedicated to managing pensions and welfare for retired and disabled members of the armed forces.

The newly created institution, formally tasked with overseeing retirement benefits and entitlements, marks a significant policy shift in Somaliland’s military administration, where no structured system previously existed to manage the transition and support of personnel reaching retirement age.

According to the decree, the government has also set up a dedicated fund aimed at financing compensation and long-term support for former service members, particularly those who have been injured or disabled in the line of duty.

Officials say the move is designed to institutionalize benefits for members of the Somaliland National Armed Forces, ensuring that those who have served the country receive consistent and regulated post-service support.

The absence of a formal pension framework in the past meant that many retired soldiers and disabled veterans faced financial uncertainty, often relying on ad hoc or informal assistance mechanisms.

Analysts view the establishment of the pension authority and its accompanying fund as a step toward strengthening military welfare systems and improving morale within the ranks, while also aligning Somaliland’s defense sector governance with broader public sector reforms.

The presidency did not immediately disclose the size of the fund or the timeline for the full implementation of the new system, but officials indicated that further regulatory guidelines will be issued in the coming period.
