Somaliland’s New Insurance Steering Committee Convenes Its Inaugural Session.

Hargeisa (Hornpost) The inaugural meeting of the National Insurance Policy Steering Committee was held today in Hargeisa, where the work plan of the Somaliland National Insurance Authority was officially presented.

The meeting was chaired by the Committee Chairperson and Minister of Finance and Economic Development, Mr. Abdillahi Hassan Adan, with the full participation of all committee members.

During the session, participants extensively discussed key issues, including:

The responsibilities of the committee and its role in developing the national insurance system.

The Authority’s work plan, particularly the rollout of insurance services and the implementation of regulations governing national insurance policy.

Existing challenges and practical recommendations to ensure the effective implementation of the insurance agenda.

Minister Abdillahi Hassan Adan stressed the importance of the committee’s role in building and advancing the country’s insurance system, to shield citizens from financial burdens caused by the lack of coverage.

The Chairman of the Central Bank of Somaliland, Mr. Abdi Nasir Ahmed Hirsi, commended the progress made by the Authority’s leadership since taking office, emphasizing the need to link with neighboring countries to enhance the insurance sector in terms of knowledge and finance.

Chairman of the Somaliland Chamber of Commerce, Mr. Jamal Aydid Ibrahim, a former member of the previous board, shared the experiences of the former committee, encouraging continuity of the work already started.

Meanwhile, the Chairman of the National Insurance Authority, Mr. Ahmed Hirsi Ducale, thanked the committee members and underlined the committee’s core responsibility — the implementation of the national insurance system. Other members also contributed with meaningful discussions and recommendations.

This historic meeting marks the first official session of the newly appointed Steering Committee tasked with overseeing the national insurance policy. It also launched the Authority’s short-term action plan, which will serve as the foundation for the 2026 operational program of the Somaliland National Insurance Authority.
