Somalia Prime Minister Launches National Justice Reform Conference in Mogadishu.

 

Mogadishu (Hornpost) — Prime Minister Hamza Abdi Barre of the Federal Republic of Somalia officially opened the first National Justice Reform Conference, focusing on legal development, accountability, and strengthening public trust in the country’s judiciary.

In his opening remarks, the Prime Minister emphasized the importance of an independent, transparent, and effective judiciary as a cornerstone for lasting peace, security, and democratic governance. He highlighted the government’s commitment to promoting the rule of law and building a credible justice system that meets citizens’ needs.

“Without a reliable justice system, there can be no lasting security, public confidence, investment, or modern governance,” Prime Minister Hamza said. “Judicial reform is a national priority and the only path toward a stable Somalia.”

The Prime Minister underscored the judiciary’s role in supporting free and fair elections, enhancing democratic institutions, and strengthening public confidence. He noted that the government prioritizes the development of the Judicial Service Council and the Constitutional Court as key components of the reform process.

Prime Minister Hamza also highlighted the importance of completing constitutional review and implementation as foundational to federal governance, the protection of citizens’ rights, and the establishment of a unified legal framework.

During the conference, Somalia Prime Minister Hamse Barre has opposed the Puntland administration’s creation of its own ID and bank independent of the federal government, saying, “We are seeing a regional government creating its own ID, central bank, and currency. Those officials are required to have a clear position and stand firm.”

The Prime Minister thanked Minister of Justice and Constitutional Affairs Hassan Macallin Mahmud and judiciary officials for organizing the annual conference and urged participants to engage in constructive discussions, providing actionable recommendations to improve justice delivery.
