Berbera, Somaliland (Horn post) — Senior government officials, international partners, and private-sector stakeholders on Thursday attended the groundbreaking ceremony of the Berbera Quarantine Zone, a landmark $20 million investment widely viewed as a major milestone in Somaliland’s economic development and regional investment landscape.
The high-profile ceremony was attended by the Minister of Livestock and Animal Husbandry, Dr. Omar Shuaib; the Mayor of Berbera, Abdishakur Cidin; the Governor of Sahil Region, Abdiqani Cateye; alongside other senior officials and key stakeholders.
The Berbera Quarantine Zone represents the first major private-sector investment from Taiwan in Somaliland and marks the first-ever joint business venture involving private investors from Taiwan, Saudi Arabia, and the United States in Somaliland and across East Africa.
Speaking at the event, the Taiwanese Ambassador to Somaliland described the project as a historic breakthrough, noting that the $20 million investment is not only Taiwan’s first large-scale private investment in Somaliland, but also an unprecedented trilateral venture uniting Taiwanese, Saudi, and U.S. private investors in the region.
Minister of Livestock Dr. Omar Shuaib welcomed the project, expressing appreciation to the governments and private investors of Taiwan, Saudi Arabia, and the United States. He underscored the project’s potential to create employment opportunities, enhance livestock standards, and contribute to sustainable national development.
The Mayor of Berbera, Abdishakur Cidin, and the Governor of Sahil Region, Abdiqani Cateye, also praised the initiative, highlighting its strategic importance to Berbera’s economic growth and Somaliland’s position as a regional trade hub. The project was further welcomed by the Taiwanese Ambassador to Somaliland, Mohamoud Galal, and project representatives, including Eng. Faysal Ali Warabe.
Once completed, the Berbera Quarantine Zone will extend beyond the role of a conventional livestock quarantine facility. In addition to strengthening Somaliland’s livestock industry and expanding access to international export markets, the project is designed to operate as a modern industrial park showcasing advanced Taiwanese technology, modern management systems, and international best practices.
The investment is expected to significantly enhance animal health standards, improve export competitiveness, and create new employment and skills-transfer opportunities for local communities.
Stakeholders emphasized that the success of this milestone project could serve as a catalyst for further investments from Taiwan and the wider international community, reinforcing Somaliland’s growing reputation as an emerging destination for strategic private-sector investment.
The Berbera Quarantine Zone is widely regarded as a transformative initiative aligned with Somaliland’s long-term vision for economic diversification, industrial development, and deeper integration into global trade networks.
