Somalia Human Rights Commission, CIVIC Hold Talks to Strengthen Civilian Protection.

MOGADISHU (Horn post) — Maryan Qasim, chair of the National Independent Human Rights Commission of Somalia, held high-level talks with a delegation from Center for Civilians in Conflict aimed advancing cooperation on civilian protection and human rights monitoring in Somalia.

 

The CIVIC delegation was led by Africa Director Vianney Bisimwa, with discussions focusing on strengthening oversight of human rights and enhancing accountability during ongoing security operations.

 

The meeting comes as Somalia recently approved its National Policy on the Protection of Civilians in armed conflict and military operations — a move seen as a significant step toward safeguarding civilians and establishing structured mechanisms to prevent, document and respond to harm.

 

“The Commission is fully committed to advancing the protection of civilians and ensuring that human rights are respected during all security operations,” Maryan said, underscoring the commission’s role in monitoring, handling complaints and promoting accountability.

 

Officials say the policy is designed to institutionalize civilian protection measures and improve coordination among security actors, amid ongoing efforts to stabilize the country and reduce the impact of conflict on non-combatants.
