Hargeisa – (Hornpost) The President of the Republic of Somaliland, H.E. Abdirahman Mohamed Abdillahi (Cirro), on Thursday chaired the 46th session of the Council of Ministers, held at the Presidential Palace in Hargeisa.
According to an official press statement issued by the Somaliland Presidency, the Cabinet meeting deliberated on key strategic issues related to national security, the economy, health, infrastructure development, mining, social welfare, and the country’s overall development planning.
National Security:
The Minister of Interior and National Security, Mr. Abdalle Mohamed Arab, briefed the Cabinet on the general security situation, stating that Somaliland remains peaceful and stable, with no major security threats reported across the regions. He also shared the outcomes of an official working visit undertaken by Cabinet members to the Salel and Awdal regions.
Revenue and Economic Affairs:
The Minister of Finance and Economic Development, Mr. Abdillahi Hassan Aden, reported that national revenue collected during the first eleven months of 2025 (January–November) met the targets outlined in the approved national budget. He further briefed the Cabinet on Somaliland’s participation in a high-level development conference held in Nairobi, where productive meetings were conducted with the World Bank and the African Development Bank.
The Minister also noted that, in partnership with DP World, the Ministry is accelerating the modernization of Berbera Port, particularly to enhance trade and economic ties between Somaliland and Ethiopia.
Health Situation:
The Minister of Health Development, Dr. Hussein Bashir Hirsi, informed the Cabinet of an outbreak of Dengue Fever in eastern regions of Somaliland. He stated that the Ministry has deployed emergency response measures, including the dispatch of medical teams and essential medicines. The Minister also warned of the adverse impact of prolonged drought on health services, citing rising cases of malnutrition and shortages of medical supplies.
Somaliland Minerals Expo 2025:
The Minister of Energy and Minerals, Mr. Ahmed Jama Barre, presented a detailed report on the Somaliland Minerals Expo 2025, held in Hargeisa on December 15–16. The event attracted participation from more than 30 countries and international mining companies. Key outcomes included the decision to institutionalize the expo, strengthen mining legislation, conduct nationwide mineral surveys, and establish a National Institute of Mining Sciences.
Livestock and Rural Development:
The Minister of Livestock and Rural Development, Dr. Omar Shucayb Mohamed, stated that over 2.7 million livestock were treated during the reporting period, while approximately 3.4 million live animals were exported. He highlighted the severe impact of ongoing drought on livestock production and the livelihoods of pastoral communities.
Transport and Road Safety:
The Deputy Minister of Transport and Road Development, Mr. Mohamed Abdulmalik Ahmed, presented a National Road Safety Plan aimed at reducing traffic accidents. The plan comprises 23 key action points and proposes the establishment of a national committee to oversee its implementation.
Social Welfare:
The Minister of Employment, Social Affairs and Family, Ms. Milgo Mohamed Elmi, briefed the Cabinet on the outcomes of the National Social Protection Conference. Key resolutions included increasing the national budget allocated to social protection and establishing a comprehensive National Social Registry.
National Land Policy:
Finally, the Minister of Public Works, Land and Housing, Mr. Hussein Ahmed Aydid, presented the National Land Policy of Somaliland, describing it as a framework designed to ensure transparent, fair, and efficient land administration while contributing to sustainable economic growth.
The Cabinet meeting concluded with a consensus on decisions aimed at accelerating national development, strengthening stability, and improving the delivery of public services across the Republic of Somaliland.
