Ethiopian FM Gedion Holds Talks with China’s Horn of Africa Envoy as Regional Diplomacy Intensifies.

ADDIS ABABA (Hornpost) — Ethiopia’s Minister of Foreign Affairs, Gedion Timothewos, received China’s Special Envoy to the Horn of Africa, Ambassador Hu Changchun, in a meeting that underscored Beijing’s steadily expanding diplomatic footprint in the region.

According to Ethiopia’s Ministry of Foreign Affairs, Minister Gedion highlighted the “multifaceted and strategic” nature of Ethiopia–China ties, noting that the partnership continues to play a central role in Ethiopia’s development agenda. He briefed the Chinese envoy on Addis Ababa’s domestic recovery efforts, regional security trends, and Ethiopia’s aspirations for economic integration and shared growth across the Horn.

Ambassador Hu, marking the 55th anniversary of Ethiopia–China diplomatic relations, praised what he called the nations’ “all-weather strategic partnership.” He pointed to the high volume of senior-level exchanges and reiterated China’s commitment to deepening cooperation both bilaterally and through multilateral forums.

Both sides agreed to strengthen coordination on issues of mutual interest — a signal of China’s intention to remain a key stakeholder in the political, security, and economic architecture of the Horn of Africa.

Hornpost Analysis:

Ethiopia–China Interests and the Shifting Geopolitics of the Horn:

The meeting comes at a time when the Horn of Africa is experiencing one of its most complex geopolitical moments in decades. Several key dynamics are shaping Ethiopia–China engagement:

  1. Strategic Partnership Built on Infrastructure and Political Support:

China remains Ethiopia’s largest bilateral creditor and a leading partner in major infrastructure projects — from railways to industrial parks. For Ethiopia, Beijing represents a predictable ally offering development financing with minimal political conditions, especially as Addis seeks economic recovery after years of internal conflict.

  1. China’s Expanding Regional Diplomacy:

Beijing’s appointment of a dedicated Horn of Africa envoy reflects its intention to play a stabilizing — and influential — role in a region critical for Red Sea access, shipping routes, and energy corridors. Today’s meeting reinforces the message that China sees Ethiopia as the anchor state for its regional diplomacy.

  1. Regional Competition and Power Realignments:

The Horn is witnessing intensified involvement from global actors — the UAE, Qatar, Turkey, the EU, and the U.S. — each pushing their strategic, political, or commercial goals. China’s renewed engagement with Ethiopia comes as the region grapples with:

Escalating Red Sea tensions:

A shifting balance in the Somalia–Ethiopia–Somaliland triangle

Ethiopia’s search for broader economic corridors and sea access

  1. Mutual Interests Converge on Stability and Connectivity

Both Ethiopia and China view stability in the Horn as essential for protecting investments and strengthening regional connectivity, including transport networks, manufacturing hubs, and digital infrastructure.

China’s message in Addis — a commitment to “all-weather partnership” — signals that Beijing plans to remain a central diplomatic actor as the political map of the Horn continues to evolve.
