Hargeisa, (Hornpost) — The 39th session of the Somaliland Council of Ministers, chaired by President Abdirahman Mohamed Abdillahi (Cirro), was held today at the Presidential Palace in Hargeisa. The meeting discussed key national issues ranging from internal security and peacebuilding to investment promotion and youth policy.
Security Situation Stable Across All Regions:
The Minister of Interior and National Security, Abdalle Mohamed Arab, briefed the Cabinet on the overall security situation in the country. He confirmed that Somaliland remains stable and secure, with no major disturbances reported across the six regions. The minister noted that only minor, ordinary crimes occur at the community level, while political stability continues nationwide.
Progress on Erigavo Peace Mission:
The Minister of Transport and Road Development, Osman Ibrahim Nour (Afgaab), presented a detailed report on the government-led peace initiative in Erigavo. He outlined the progress made, the challenges faced, and the coordination among government representatives, members of parliament, the peace committee, and traditional leaders led by Sultan Saed Sultan Abdilsalan.
Minister Afgab emphasized the strong participation of community leaders, elders, intellectuals, women, and youth in promoting reconciliation and unity in Sanag region. He added that the ministerial committee will soon submit a comprehensive report and recommendations to consolidate lasting peace in the area.
Preparations for the National Investment Conference:
The Minister of Investment and Industrial Development, Saed Mohamed Burale, updated the Cabinet on preparations for the Somaliland National Investment Conference, scheduled for November 2–3, 2025, in Hargeisa.
The minister said the event will showcase Somaliland’s natural resources and investment opportunities in mining, livestock, agriculture, fisheries, and manufacturing. The conference aims to attract both domestic and foreign investors to boost the national economy and create jobs for young people.
Somaliland Tech Fair Underway:
The Minister of Communication and Technology, Jamaal Mohamed Jaamac, reported on the ongoing Somaliland Technology Exhibition in Hargeisa. He said the event has drawn wide participation from ICT companies, universities, government institutions, entrepreneurs, and innovative youth showcasing technological progress in the country.
He added that the national innovation competition for young tech innovators is progressing smoothly, and the overall winner will receive a Presidential Award to be presented by President Cirro.
Draft Youth and Sports Policy Distributed:
The Minister of Youth and Sports, Ahmed Yasin Mohamed Farah, presented the first draft of the National Youth and Sports Policy. He said the policy aims to empower Somaliland’s young population and provide a framework for their social, economic, and political development. The Cabinet members were asked to review the document and share their input before final approval.
Cabinet Endorses Fisheries Law:
In its closing session, the Cabinet approved the Somaliland Fisheries Law, making it the seventh law adopted since the formation of the current government. Out of the 39 ministers present, 37 voted in favor, one opposed, and one abstained.
President Cirro commended the ministers for their active engagement in legislative reforms aimed at improving governance and national development.
